By 2005, a drug-driven violent crime wave was reshaping AOS deployments. A high-speed motorway pursuit tested new tactical techniques trained just days earlier. Four years later, on the same stretch of road, an incident involving an innocent bystander intensified public scrutiny even as a simultaneous siege in Napier demanded their full attention.
